Welcome to the Draft RSS for the South West Examination in Public (EiP)


The Secretary of State has decided that an Examination in Public (EiP) should be held to discuss and test the Draft Revision (Draft RSS for the South West) to the Regional Spatial Strategy (RSS) for the South West. Suspension Bridge

The examination of selected matters arising from representations on the Draft RSS for the South West (June 2005) will be held in public and before an independent Panel appointed by the First Secretary of State consisting of Jim Parke, BSc (Hons) Geography, MRTPI as Chair, David Lavender MRTPI, Inspector Member and Rhys Davies CEng MICE Panel Member.

The Panel is assisted during the EiP process by the Panel Secretariat which consists of Elaine Lamb (Panel Assistant) and Brian Cobley (Panel Secretary). The Panel Secretariat Office is the contact point for any administrative or procedural matters regarding the Examination process.

Please note if you are making comments on this Draft RSS

This Draft RSS has been prepared subject to a mandatory Sustainability Appraisal (SA) under Section 39 (2) of the Planning and Compulsory Purchase Act 2004. This incorporates the Strategic Environmental Assessment (SEA) required by European Directive 2001/42/EC. The implications of the Draft RSS on European habitats sites have been considered as part of the SSA process. A formal Appropriate Assessment of the Draft RSS will be completed by the time of the EiP.

If you are proposing alternative strategies or proposals to those contained in the Draft RSS you should consider, possibly taking your own legal advice, if these are likely to have a significant effects in terms of the Act and Directives. Neither the Panel Secretariat; the Government Office for the South West (GOSW); the Department for Communities and Local Government (DCLG); or the South West Regional Assembly (SWRA ) as the Regional Planning Body can advise you on this issue.

If your proposals are likely to have significant effects you are recommended to provide, along with your comments, supporting sustainability information and appraisal work to help the Panel consider your proposals. You may like to refer to paragraphs 2.5.2-2.5.5 of "Sustainability Appraisal of Regional Spatial Strategies and Local Development Documents" (ODPM, 2005).

Venue for the EiP and Preliminary Meetings

The EiP is being held at The Thistle Hotel, Queen Street, Exeter, EX4 3SP and will run until Friday 6 July 2007. The First Preliminary Meeting was held at The Thistle Hotel on Tuesday 16 January 2007 at 2.00pm and the Second on Tuesday 6 March 2007 .

The various documents will be available to download from the EiP website in due course. Paper copies will be available, upon request, from the Panel Secretariat's Office.
